Ambitious project to develop biofuels in Spain

The PSS Project (Singular and Strategic Project for the Development of Energy Crops) will analyze what kind of crop is most appropriate for each one of the Spanish regions, along with what technical, financial and environmental conditions should be met to increase biomass utilization rates while halving its current cost and easing its commercial implementation by 2012. The project, presented this week in CIEMAT's headquarters in Madrid, has 23 participants, including 17 companies (Abengoa, Acciona and Guascor being some of them), agricultural organizations, R&D firms and universities, all of them with biomass-related experience.

The project will be developed between 2005 and 2012 and it will represent Spain's most important initiative involving energy crops, and industry that is to cover 40% of the biomass objectives aimed by the country's renewable energy plan (Plan de Energías Renovables or PER). According to the PER, these must reach 1.9 m toe of thermal energy and 2.2 m toe of electricity yearly as biofuels.

“We are facing here one of the most ambitious project in the whole EU as concerns biomass" said Mr Juan Carrasco, Project Co-ordinator. ”It is a comprehensive project, for it includes the whole energy chain -from planting the seed to producing the energy-and it is also an integrated one, since the evacuation will be carried out by homogeneous procedures , which will allow each region to develop the most appropriate biomass in each case".

According to Mr Manuel Montes, Vice-Director at the Science & Education Ministry's Technical Research Promotion Program, the project will also push ahead technological development in Spain –“in which we are lagging behind other European countries”– while re-activating rural areas.

Besides, he added, it may bring a solution to the current problems faced by agriculture, as energy crops can absorb the biomass produced in the surplus area and allow big savings in fertilizers and water, compared to traditional agriculture.

Raw materials and applications
Seven regions have joined thus far the PSE project. The goal is to have 30,000 available hectares as soon as possible in order to know its efficiency and production costs in real conditions.

Rapeseed, Ethiopian mustard, sorghum, cereals (for ethanol production), white poplar, artichoke thistle and pawlonia will be the species included by the moment, although others might come in the future.

As concerns applications, the project includes all the choices: heat production, electricity generation, biofuel production and gasification.
